two places to check (actually uncheck) depending upon whether it is the tool tips in the action menu or the previews in the taskbar.
Taskbar: right mouse click on empty part of task bar and choose "configure icon-only task mgr". Appearance/general uncheck show previews
The actions widget in taskbar is showing tool tips. That is in system settings workspace/ general window behavior - uncheck display tooltips in visual behavior setting. You might have to restart KDE for changes to take effect. I haven't tinkered in there much lately.
